Payment

How much to pay for Service and Conservancy Charges?

When to pay for the Service and Conservancy Charges?

Service and Conservancy charges are due on the first of every month. Within that month, residents may pay at the Town Council offices on any of the working days in that month. Town Council allows a one month grace period.

Modes of payment?

By Cash, Cheques made payable to “Bishan-Toa Payoh Town Council”, NETS, GIRO, Credit Cards, AXS machines and by Auto-Phone Payment through OCBC Bank, DBS Bank or POSB Bank.

Can the payment of the HDB rental charges/instalments be paid at the Town Council offices?

Yes.  However, the Town Council can only accept the charges for the current month’s transaction.  For any arrears, residents will have to pay at HDB’s Branch offices as the Town Council offices do not have the information.

Can payment of carpark fines and PUB bills be paid at Town Council

No. Residents have to pay at HDB Branch Offices and at PUB collection centres respectively

Does TC send monthly invoices to residents?

No, Town Council (TC) does not send out monthly invoices. Instead, TC sends reminders only to households in arrears. All households will receive an annual statement every April.

Why? Telco and Power service providers do.

Unlike utilities where expenditure varies monthly based on usage, the monthly S&CC rates are fixed depending on the flat-type.


To avoid late payment, residents can choose to pay through GIRO or recurring credit card payment.

How can residents check their S&CC payment status

Residents can call Town Council at 6259 6700 to check on their S&CC payment status. Alternatively, they can check their status through any AXS station.

Estate

The void deck tiles look fine. Why is the Town Council wasting money rescreeding it?

Due to wear & tear, the floor has become porous, broken and cracked.

The lift lobby tiles look fine. Why are you wasting our money replacing them?

As some tiles have been badly stained and others are worn out, replacement is required to preserve the aesthetics of the building.

Why the need to re-construct the drains?

Uneven drains have resulted in water ponding and a potential breeding area for mosquitoes.

Why are your improvements works interrupted for a long while before you start work again?

Sometimes we stop work temporarily because of the schools examination period or due to extreme weather conditions. But we would resume and complete the works asap.

The Town Council is aware of the advantages to tie-in our projects with other organisation’s works. However, we do not have access to their work schedule, and there are times, our projects just cannot wait for such a tie-in.

Why is my block repainted in such an awful color, and why are we not consulted?

The selection of colours for the block went through a few stages of perusal and approval from different groups of people like grassroots leaders and experts.

Services

If residents would like to use the void deck, badminton court or basketball court for any functions, who should they contact?

 Residents have to apply for the use at any of the two Town Council’s offices. Please note that the use of the space is on a first-come-first-serve basis. To avoid disappointment, please book the space early. There are charges that residents have to pay for. These charges are for the maintenance of the common properties as well as for the water and electricity.

If there are bulky items that need removal, can the Town Council help?

The Town Council will provide a free-of-charge removal service for up to 3 items. Residents can approach our Town Council’s offices to fill up the request form or register on-line, stating the 3 items for removal and fix an appointment.


Please note that these services are provided for residents only, and not for commercial shops.


The Town Council does not provide removal service for the following items:

– Renovation;

– Moving of house;

– Built-in cabinets;

– Cupboards; and

– Small items (newspapers, boxes, clothings, etc.);

Please give the Town Council 3 working days notice in advance for the removal of bulky items.

If TV reception is not clear, what should residents do?

 Contact HDB Branch Offices at 1800 2255432 during office hours.

Can residents purchase season parking coupons from the Town Council?

No. Purchase of season parking coupons is only at HDB Branch Offices.
